The complaint stated that the FSR had incorporated clubs from the occupied territories in Ukraine, including Crimea, as well as Donetsk, Luhansk, Zaporizhzhia, and Kherson regions. Additionally, the FSR was criticized for its ties to individuals under international sanctions due to Russia's full-scale invasion of Ukraine. The reprimand previously issued to FIDE President Arkady Dvorkovich, a former Russian deputy prime minister with close ties to Vladimir Putin, has also been overturned. The decision of the Appeals Chamber can still be challenged in the Court of Arbitration for Sport in Lausanne.
