Federal Court rules words “insulting” and “offensive” are constitutional PUTRAJAYA: The Federal Court today ruled that the words “insulting” and “offensive” under Section 233 (1) (a) of the Communications and Multimedia Act 1998 (Act 588) are legal and in accordance with the Constitution. The section provides that any online communication that is obscene, indecent, false, threatening or offensive with the intent to annoy, abuse, threaten or disturb another person is a criminal offence.
