LCRA's Timmerman Power Plant Project Eligible for Completion Bonus Grant
The Public Utility Commission of Texas (PUCT) has announced the first eligibility notice for a participant in the Completion Bonus Grant Program. The Lower Colorado River Authority's (LCRA) Timmerman Power Plant project has been confirmed to satisfy the requirements established by the Texas Energy Fund (TEF).
This LCRA project will contribute 188 megawatts (MW) of controllable electricity generation to the Electric Reliability Council of Texas (ERCOT) network. According to program guidelines, the PUCT has the potential to award the LCRA up to $120,000 per MW, potentially totaling $22.56 million, if the Timmerman Power Plant successfully connects to the power grid before June 1, 2029.
Alternatively, projects connecting to the grid between June 1, 2029, and June 1, 2034, are eligible for a Completion Bonus Grant of $80,000 per MW.
A thorough assessment of the LCRA’s application was performed by PUCT staff and the TEF administrator. This assessment verified the project's eligibility for a completion bonus grant, based on the criteria outlined in 16TAC §25.511. Any grant agreement or funding is dependent on continued funding from the Legislature.
The Texas Energy Fund (TEF) was created under the Powering Texas Forward Act (S.B. 2627), a measure approved by Texas voters in November 2023. The TEF provides financial assistance in the form of grants and loans for electric infrastructure projects across Texas, both within and outside the ERCOT region.
