Lynch WASHINGTON (Reuters) - The U.S. Justice Department has canceled hundreds of ongoing grants that funded everything from services for mental health care for police officers to support programs for victims of crime and sexual assault, according to internal records and four people familiar with the matter. At least 365 grants from the Office of Justice Programs, the department’s largest grant-making arm, were terminated late on Tuesday, said two of the people, who were granted anonymity to discuss details that have not been made public. In fiscal year 2023, that office collectively awarded $4.4 billion in funding, according to the Justice Department’s website. Among the programs that are being targeted include grants that supported transgender victims of crime, hotlines used by crime victims, human trafficking grants awarded to organizations that work with immigrants and refugees, programs to curb juvenile delinquency and safeguard incarcerated youth, and funding to help state-run hate crime reporting, according to a partial list of terminated grants seen by Reuters. Justice Department grants typically run for three years. It is not unusual for a new administration to award different sorts of grants reflecting its priorities, but it is unusual for the department to cut off funding on previously awarded grants that support ongoing programs. In an email sent to Office of Justice Programs staff on Tuesday, Deputy Assistant Attorney General Maureen Henneberg said that canceled grants "no longer support the department’s priorities." She added that the new funding priorities will focus on "certain law enforcement operations, combating violent crime, protecting American children, supporting American victims of trafficking and sexual assault, and promoting coordination of law enforcement efforts at all levels of government." A Justice Department spokesperson could not be immediately reached for comment. Reuters could not immediately determine a total dollar value for the canceled grants, though records indicate the cuts at a minimum total of millions of dollars. Some of the grants that were terminated are not funded by taxpayers, and instead are paid for through fines and penalties collected by the government from convicted felons. Many Justice Department’s employees who work on managing and awarding the grants did not learn about the cancellations until the grantees were notified on Tuesday, the people said. The department’s Office of Community Oriented Policing Services, a separate grant-making office, has so far not been hit, one person familiar with the matter said on Wednesday. Speakers describe journey from crime victim to advocate at Detroit vigil Detroit – Among the 11,000 untested rape kits discovered in a Detroit police warehouse in 2009 was one belonging to Elle Travis. The fact that the investigation of Travis’ sexual assault had languished for years wasn’t the worst part of the ordeal, she said Saturday. It was what happened after her assailant was finally convicted in 2017. There were precious few resources that helped rape victims deal with the horror, she said. Travis, 38, of Detroit, spoke during one of numerous vigils held across the country Saturday by Crime Survivors for Safety and Justice. Speakers shared their stories and pushed for improvements in youth programs, mental health treatment and trauma recovery services. In Travis’ case, she went from victim to advocate. She railed relentlessly on behalf of others who had experienced what she had. “That’s what my fight, my activism is all about,” she said. “I believe in the right to heal so I went to work.” About 30 people had gathered at the Vibe Lounge in Detroit. Travis has another reason for her passion. She has a daughter. When she stepped out of Wayne County Circuit Court after her attacker’s conviction, she asked herself a series of questions. “What am I going to do?” she wondered. “How am I going to take care of my baby. How am I going to lift my child after taking such a tremendous blow to my personhood?” Inside the darkened lounge, a table was lighted by a long line of candles. The table held boxes and boxes of seashells. Each shell represented one of the 11,000 victims of rape whose cases had been cast aside for years. Some victims had decorated the shells. “You will heal, BM,” read one. “It’s time to live,” read another. Also speaking at the vigil was Calvin Evans, who had been stabbed and shot in two separate incidents in 1987. Like Travis, Evans didn’t intend to remain a victim. He also fought on behalf of crime victims, serving as a violence intervention specialist for an agency that offered services to people hurt by violence. Evans, 56, of Detroit, said he also was focused on the next generation and wanted them to have the tools to deal with some of life’s lowest moments. “I’m here to break the barrier,” he said. “These are the things I fight hard for.” For Evans and Travis, there have been some victories. In 2022 the Michigan Crime Victims Rights Act improved the financial compensation of crime victims. But more needs to be done, said Travis. For one thing, not enough people know about the state act. “We’ve got to keep pushing, right,” she told the audience. Cindy Rodriguez, whose brother was killed during a robbery, said the vigil was a good way to publicize the plight of crime victims. It also helps for victims to see they’re not alone. Rodriguez, 32, of Detroit, said her brother’s death left her reeling for years. Few people could relate to what she was experiencing.
