Doluusa, Jailhouse Queen. She costs one generic mana, one white, one black. If a creature is detained, she's free to attack; if she's detained, attackers can't reach her. By adding two loyalty, you choose a nonland permanent controlled by each player and detain them all. By subtracting seven loyalty, you get an emblem that creates a Rogue token each time something gets detained.

"Wait, what happened to the plaintiff? Really? HOW many blunt force impacts? I can't say that I know anything about that; the warden will tell you I've been in this here cell all night, no visitors. I'm no lawyer, but I assume no plaintiff means no case..."
