I think Cooper’s attempt at closure destroys this pocket universe. He and Laura are brought back to the Lodge. The Fireman asks if he remembers Richard, Linda, etc. The final scene in FWWM still stands, to me, as the end.

Again, it’s as if Annie Blackburn never existed. Coop only has eyes for Diane. If you get past the surface story and focus on symbolism, Cooper can represent the audience, and Diane, Twin Peaks itself. No place for Annie.
