Political motives alleged in Divundu protest Hertta-Maria Amutenja Mukwe Constituency Councillor Damian Maghambayi has raised concerns over the timing and intent of a protest calling for the removal of Divundu Village Council CEO, Maghumbo Ndjamba. “We are under the impression that those who organised the demonstration are leaders of a political party,” said Maghambayi. “Now that we are headed for local authority elections. Why now?” This comes as a petition, dated 27 May, was handed to Maghambayi by Marando Freddy Dikuwa, identified as the demonstration’s leader.  Maghambayi later forwarded the document to Kavango East Regional Governor Hambyuka Hamunyera, who will pass it on to the Minister of Urban and Rural Development. The petition accuses the Divundu Village Council of several issues, including the loss of land without consultation or compensation, unfair plot allocation, and relocation of residents to unserviced areas.  It also claims that outsiders receive preference for land and that residents have limited access to the CEO. Maghambayi disputed the claims of unfair compensation.  He said he requested proof from the village council and found that some protestors had already received payments. “To my surprise, the person who was leading the demonstration even received a payment of over N$100,000 on 10 May, and over N$100,000 again last year. This also happened in 2021, 2022, and 2018,” he said. “It is also apparent that he had multiple lands, and maybe we need to establish why one person has so many lands in a local authority. For one to say people were not compensated is wrong.” Maghambayi said compensation follows a process where the council identifies affected land, evaluates it, and sends a resolution to the ministry, which then pays the beneficiaries directly. The petition also mentions a manmade oxidation pond that protesters say poses a threat to aquatic life and is merging into the river where residents fetch water. Community members claim they are being moved to areas without basic services like water, electricity, roads, or sewer systems.  The petition alleges that the CEO does not respect residents and does not make himself available. “His office is not open to the community. Outsiders have easier access. Even when appointments are made, on the day of the meeting, he is often not available. Sometimes it takes three to four months to get an audience with him,” the petition reads. Governor Hamunyera confirmed that he received the petition.  “I was not aware of the issues until this week. I received a letter of complaint on Tuesday from the community. I have not engaged the authority because of all the public holidays,” he said.

This was confirmed by Mukwe constituency regional councillor Damian Maghambayi. Maghambayi was responding to a petition by the Divundu concerned group, who claimed many of them have not been compensated since 2016. “Upon receiving the petition, I acknowledge the demonstrators for exercising their democratic rights as enshrined in the Namibian Constitution. I also took the opportunity to inform them regarding the issue of compensation,” he said. Maghambayi explained that the council has already effected payments, urging community members to remain patient as payments are being made as per the list. He stated that based on records, the spokesperson of the concerned group is among those who were already compensated. In their petition, spokesperson Marando Dikuwa demanded full compensation and removal of the council chief executive officer Maghumbo Ndjamba for allegedly mismanaging and selling land without owners concerns by relocating them to un-serviced land. Dikuwa also accused Maghambayi of publicly sharing information before sending it to the line ministry. “The regional council Damian Maghambayi started sharing the information on social media, without the information having to reach the minister and governor to respond, he responded to it on the media,” he said. Divundu community wants chief executive removed The Divundu community in the Kavango East region are demanding the removal of the village council’s chief executive, Maghumbo Ndjamba, for allegedly selling community land without their concern or them being compensated. They are now calling for the total compensation of land lost since 2016. The aggrieved community members will demonstrate today, to demand the removal of the chief executive, and against the ongoing loss of community land, and the lack of an open door policy by the chief executive’s office to the community. The concerned community claims their land is being taken without any consultations. Some say they have lost land valued between N$10 000 to N$40 000, while others say they have lost land the size of six sport fields. The aggrieved communities have also lashed out at Mukwe constituency councillor Damian Maghambayi for failing them. Community spokesperson Marando Dikuwa yesterday told The Namibian that one of the pieces of land was taken by the former Ministry of Trade and Industry in 2016, and since then, residents have still not been compensated. “One of the owners of the land is now deceased but the mother is still alive. The other land is where the chairperson’s house is situated and since 2020 up to date, the person never received any benefits,” he said. He added that they have proof from the chief executive’s office, showing the council directed the person to vacate the land within days. He also said compensation has not been paid for other land taken from people for road purposes in 2016. “Until this year when the line ministry addressed bilateral independence, that’s when the Divundu Village Council started paying community members who were affected,” Dikuwa said. He stated they’re tired from meeting and pleading with the council to compensate residents and that their upcoming demonstration will expose the years of suffering residents have endured. Dikuwa said last year, the council took some community members’ fields without consultation and after finding out, the affected communities went to see Ndjamba. They were told they will be paid in September 2024. This, they say, never materialised. “Now the regional council is telling people on different platforms to cancel the demonstration because he does not see the validity of it. The letter he received was given to someone to drop it on a different WhatsApp group and he came in to read it loudly on the platform,” Dikuwa said. He further stated that Maghambayi went so far as to call other communities, discouraging them from joining the demonstration. In response to the claims, Maghambayi says the demonstration is aimed at tarnishing the image of the chief executive, an agenda driven by an Independent Patriots for Change (IPC) individual. “It is a mere character assassination fuelled by one IPC leader whose arguments are irrelevant.
