The programme was launched at the two institutions on Friday. Access to the Telio phone will allow inmates greater contact with the outside world while simultaneously reducing telephone costs for the state. Commissioner general Raphael Hamunyela of the Namibian Correctional Service highlighted his hope that the programme will aid inmates on their journey towards rehabilitation, citing previous successes elsewhere. “Since 2019, we recorded good behaviour from many inmates at Windhoek Correctional Facility as a result of the installation of the Telio telephone” he said. Calls using the phone will be recorded and monitored to prevent abuse of the system. Meanwhile, plans are in motion to roll out similar programmes around the country.“To all inmates who will use this system: This is an opportunity for growth and healing. Use it responsibly. Let it serve your journey of change. I warn you, any attempt to misuse or exploit this service will not be tolerated and will be dealt with decisively,” Hamunyela urged.
