Eind jaren zeventig begon de gemeente Amsterdam te experimenteren met methadonverstrekking, een minder schadelijk alternatief voor heroïne. Voor wie dat niet werkte, werd in het uiterste geval zelfs heroïne op recept beschikbaar gesteld. „Dat was een succesverhaal”, zegt Blok. „De overlast nam af, doordat mensen niet meer hoefden te stelen om te kunnen gebruiken en hun gebruik beter onder controle kregen.” Maar de afgelopen tien jaar zijn politici er anders naar gaan kijken, ziet Blok, naar schadebeperking en de organisaties die het bepleiten. In 2016, toen ze nog raadslid was in Amsterdam, stelde de huidige VVD-leider en vicepremier Dilan Yesilgöz raadsvragen omdat Mainline drugsgebruik zou „promoten”. Op het Trimbos-instituut bezuinigt het ministerie van Volksgezondheid de komende jaren zeven miljoen euro, 30 procent van de begroting. Het programma voor de verstrekking van medische heroïne wordt gekort met bijna tweeënhalf miljoen euro. De rijkssubsidie voor Stichting Mainline, waar Ella en Has werken, wordt dit jaar afgebouwd en per 1 januari 2027 stopgezet. „We waren ooit een gidsland wat betreft harm reduction en een pragmatische kijk op het gebruik van drugs in de samenleving,” zegt Daan van der Gouwe van Trimbos. „Nu lijkt de boodschap vooral dat gebruikers maar moeten wegwezen. Dat zie ik bij met name rechtse politici, die niet willen accepteren dat mensen drugs gebruiken.
