Council backs Cook County tax incentive to keep Vital Truck and Van relocating to Elgin Elgin council voted to support a Cook County Class 6b tax incentive that staff said is necessary for Vital RE LLC to buy and improve a vacant 5.5-acre industrial site at 301 Ramona Ave, preserve 7 jobs and add about 10 new full‑time equivalents; county approval is required to finalize the incentive.
