Agree, but massive diversion of moah resources to bloated NYPD is feature, not bug.
Ex(?NYPD Mayor uses trivial fare evasion as pretext for systematic PD #controlfraud: diversion public wealth/power to cronies even as he installs NYPD commissars at noncop NY agencies.
