Things change. Iceland was very opposed, now it's looking to join. The UK is is many ways further along the road than Iceland, were it not for the #exceptionalist issue in how voters think of the UK.

Serbia, Ukraine, Bosnia, Norway, etc. all face serious internal opposition to cooperation.

It was a suggestion from the Government of the UK. And it was a constant feature of #exceptionalist discourse on X.
