The 2 judges outweighed 1 on a 3-judge panel of the #USCourtOfAppeals for the #FifthCircuit. The 150 were #DistrictCourt judges within the same and other Circuits - at a lower level than the #USCA. Appellate courts are higher than trial courts, everywhere, as they should be.
