Yes and no. Like after #GE1997, the private sector has been used to reduce waiting lists. So low risk patients are being thrown to private providers, but the treatment is funded by the #NHS.

#NHS waiting lists coming down between #GE1997 & #GE2010. Do you consider that short term benefits for long term damage?

#JohnMajor took over at the end of the 3rd term and won #GE1992, the last of 4 successive victories, then Labour were back in with a landslide at #GE1997, the first of 2 landslides and in total 3 defeats, for most of first decade of that govt people talked of the end of Cons Party.
