Finally, after I'm happy with the final arrangement, I homogenize the linework into a single colour and use the fill tool to colour the rest of the space. I make the vowels a separate colour to help them stand out for better readability.

The full MSPaint workspace I use. Along the top is Step 1: all the individual letters of the phrase to be drawn. At the right is Step 2: the schematic arrangement of the word circles. Dominating the middle is the image from the previous post. The left side contains the written transcription of the phrase along with some template circles and circle segments I use in the planning process.

The sentence circle--the large, purple, outer pair of rings--is a pre-saved template I use in all of these pieces.
While I keep the words different colours here, I use yet another colour for the lines, to make it easier to erase and redraw them if I need to adjust them.

Then comes the labour-intensive part, drawing and arranging the word circles in the larger sentence circle. This involes a lot of trial and error for proper sizing, placement, and artistic direction. Different colours are again used to clearly differentiate the words.

My typical process for doing these Gallifreyan pieces.

First I start out by just transcribing the phrase, letter by letter. For longer phrases like this, I try to break up the words with alternating colours so I don't get confused.

Had a project where I had to abstract a flower (I picked the wild red columbine) and while I was doing it I thought it looked kinda like Gallifreyan symbols, so I just made it Gallifreyan.
