They keep discussing “vehicle congestion” and “traffic flows” and “accommodating traffic” and “roadway capacity.” Per state law, they’re supposed to use VMT, not LoS, but I haven’t heard a *single mention* of VMT or modal shift yet. #GreatHighway #GreatWalkway @GreatWalkway
