KEFA clubs demand an extraordinary meeting to iron out grievances Erasmus Shalihaxwe Football clubs affiliated with the Kavango East Football Association (KEFA) have formally called on league chairperson Patrick Mukoya to convene an extraordinary annual general meeting, citing concerns over governance and the continued absence of a league constitution. In a letter addressed to Mukoya on Monday, club representatives, including Haushiku Kemba, Shankumi Mukeni, Mapa Erwin, Mukuve Thapa, and Manfred Mangundu, expressed frustration with what they described as the chairperson’s ongoing failure to uphold basic governance principles. They said Mukoya has repeatedly ignored the requirement to hold an annual general meeting at the start of each season to account for his responsibilities. The clubs said they have requested a copy of the KEFA constitution several times, but Mukoya has failed to provide it. They now suspect that the league operates without its constitution, relying solely on the Namibia Football Association (NFA) statutes as the guiding document. Referring to NFA Statutes Article 31.1, the members pointed out that all member structures are required to hold an ordinary congress annually, which serves as an equivalent to an AGM. They believe the KEFA Executive Committee has intentionally denied members the opportunity to engage on key statutory matters, as outlined in Article 32.1 (a–r) of the NFA Statutes. “It is against this background that we demand that your office convene an extraordinary annual general meeting as provided for in the NFA Statutes Article 33.1. We submit that the Executive Committee convenes this meeting on the 3rd May 2025 or before the kick-off of the second leg of the season, whichever comes first,” the letter stated. The clubs requested that the meeting agenda align with the NFA Statutes Article 32.1 (a–r) and include items submitted in a separate document. They warned that failure to act will result in members invoking Article 33.1 of the NFA Statutes to convene the meeting themselves.

KEFA referee faces scrutiny after Divayi game Erasmus Shalihaxwe The Namport Kavango East Football Association (KEFA) is facing calls to investigate a referee’s conduct following a match between Divayi Football Club and Kagcuva FC, during which 14 penalty cards were issued to Kagcuva FC, including two red cards. Kagcuva FC Secretary Frans Muhembo lodged an official complaint with KEFA Chairperson Patrick Mukoya on Monday, requesting disciplinary action against the referee and appealing the red card issued to team captain, Albin Munyenda. The match, played on 30 February at the Divayi Sports Field, was described by Kagcuva FC as being marked by biased refereeing.  Muhembo said 12 yellow cards and two red cards were issued to Kagcuva players and team officials, while no cards were given to the home team. According to the complaint, players and officials were carded for raising concerns about the referee’s decisions. “One of our players, Nshinano Alloys, was shown a yellow card during the half-time break for complaining to the opposing defender, who kicked him twice on the head, but the referee did not caution the defender,” Muhembo said. Captain Albin Munyenda received a red card after questioning why only Kagcuva players were being penalised.  Team manager Kanyanga Kapanga was also sent off for repeatedly raising concerns with the fourth official. “Munyenda was given a card for complaining to the referee about why he is only issuing cards to one team. The captain was already on his last warning. Team manager Kanyanga Kapanga was given a red card for complaining several times to match officials about biased decisions and one-sided cards. He was declared disturbing the fourth official,” Muhembo said. He added that the appeal is supported by details recorded in the referee’s official match report. KEFA Chairperson Patrick Mukoya confirmed receipt of the complaint and said the matter would be reviewed. “Yes, we have received their letter and will respond in due course. They cannot expect us to respond to their letter on the same day we receive it; we need to consult certain laws in the documents,” Mukoya said.
