Katutura residents decry inequality in road repairs Allexer Namundjebo The City of Windhoek is under fire for poor road repairs, with residents and activists saying the work is already falling apart just months after rains damaged streets across the capital. Katutura Residents Committee spokesperson Shaun Gariseb questioned whether the City is following proper standards.  He believes the current approach does not meet those requirements. Gariseb said some roads are wearing off even without rain and warned that the City is wasting money on temporary fixes instead of doing proper repairs.  He added that the poor work affects residents financially, especially those with low-profile cars.  He said his tires and rims were damaged, forcing him to pay for repairs. “More worrying is the nature of the materials being used. In many cases, what appears to be a repair is merely a layer of hardened stones and sand, which creates confusion for drivers. In some spots, it looks like a pothole but is drivable, while in others, it appears to be fixed but contains a dip that can be equally hazardous,” Gariseb told the Windhoek Observer. He also criticised the City for stopping community efforts. He said the youth fixing potholes in Eveline Street did a better job than the City, but were told to stop. “I am hoping that public funds will not be misused again to repeat past instances where millions of dollars went unaccounted for in poorly executed infrastructure projects,” he said. The roadways Ordinance 17 of 1972 governs road construction in the country, outlining the procedures for establishing, maintaining, and managing roadways, including agricultural and district roads.  The Roads Bill is a new legislative instrument that is currently being developed.  Once passed, it would strengthen the current framework by regulating road ownership, building, and overall infrastructure management. Activist Sam David said the rains have exposed poor planning. “While the rains have replenished water supplies and supported agriculture, they have also revealed severe shortcomings in Windhoek’s infrastructure planning,” he said. He slammed contractors working in Katutura, saying their methods are not only weak but are repeated often.  David said potholes are filled with sand and covered with bitumen, which washes away when it rains again. “Once the rains return, the bitumen washes away and the sand is exposed, returning roads to their damaged state,” he said. He questioned the assignment of better-performing contractors to suburbs like Klein Windhoek, but not to areas like Katutura, where road issues are equally urgent.  He said this shows an unfair delivery of services. David also pointed out that some roads that only need maintenance are being completely rebuilt, while informal areas still lack basic road infrastructure.  He cited streets in Greenwell Matongo and Eveline Street in Katutura.  “This approach represents a misallocation of scarce resources,” he said. He urged the City to focus on long-term roadwork and to direct resources to underserved areas. Another activist, Frans Mandjoro, said the City keeps making the same mistakes. He said patching potholes is not enough if the fixes don’t last. He said some potholes reopened within two months, raising doubts about how effective and costly the work is. Mandjoro said most roads don’t need to be rebuilt. Instead, he said existing roads should be upgraded to handle the weather without breaking down. “This approach would prevent the current state of decay that many roads in Katutura and other parts of Windhoek are now experiencing,” he said. Earlier this year, the City admitted that rain had damaged many roads.  In a March statement, it said budget limits and staff shortages were affecting road maintenance, but said a long-term plan is in place.  The City plans to spend N$15.2 million on road repairs caused by the rains.  The money will go toward patching potholes and fixing road edges.  Last week, City spokesperson Lydia Akwenye said two companies are under contract to fix potholes.  Speaking to One Africa, she said each contractor has six teams working in the city’s eastern and western areas. “We are also busy working out the appointment of a conventional road maintenance contractor that will start the work for a period of two years. This was just for an emergency response,” she said.

Taxi driver tear gassed, robbed of vehicle A taxi driver was allegedly tear-gassed by a passenger and robbed of his vehicle worth about N$60 000 in Katutura on Saturday at around 03h10. The police say the car has not been recovered yet, and investigations are ongoing. The police also reported a case of malicious damage to property of Otjomuise Police Station’s holding cells. Getaway car, N$55 000 found in Namcor fuel station robbery Niël Terblanché Police have recovered N$55 000 and a getaway vehicle used in an armed robbery at the Namcor Soweto Service Station in Katutura.  According to Deputy Commissioner Kauna Shikwambi, one of the suspects was arrested after being shot in the leg during a confrontation with city police officers. Four other suspects fled and remain at large, with a manhunt underway. The robbery occurred around 09h00 on Monday when five armed individuals arrived in a black sedan with a fake number plate. They stormed both the fuel station and the adjacent Pick n Pay Express store. A 39-year-old employee was held at gunpoint while the robbers took N$176 635 in cash, two mobile phones, and a handbag. The suspects struck just as the day’s cash was being prepared for handover to an armed security company. The owner of the service station said the timing of the robbery appeared too precise to be coincidental and believes inside information may have been used. Namcor issued a statement on Tuesday confirming the incident but clarified that the Soweto Service Station operates under a Dealer-Owned Dealer-Operated (DODO) model.  “Namcor is only the supplier of fuel and branding services to the respective dealers,” the statement said.  The company added that it did not suffer any financial loss and expressed support for the affected dealer. Shikwambi said the arrested suspect will face charges of robbery with aggravating circumstances and attempted murder. She urged the public to share any information that could help track down the remaining suspects.

Dr Luvindao’s surprise visit exposes reality at Katutura health center Niël Terblanché Dr Esperance Luvindao, the minister of health and social services, made an unannounced visit to the Katutura Health Centre on Thursday morning. In a video clip posted on the social media platforms of the health ministry, the minister said that the visit was aimed at gaining a clear view of conditions on the ground. Luvindao added that the purpose of the visit was to engage directly with patients and healthcare staff. “The goal was to come without prior notice. We want to hear what people are saying on the ground. There is no need to provide prior notice before my team and I, or anybody else, go to a clinic, a health centre, or a hospital,” she said. The visit comes shortly after the ministry launched its new customer care services charter, which calls for improved quality of care across all public health facilities. “We want to see what is happening on the ground on a day-to-day basis. What are the waiting times like? What are the patients experiencing? Are the people getting timely care?” she asked. Patients at the centre spoke honestly about their experiences, raising concerns over long waiting periods, delays in receiving test results, and the urgency of care. Healthcare workers also shared their difficulties, particularly the challenge of managing a high volume of patients with limited resources. “We are trying to improve the quality of services we offer to every single person, without regard to their economic status. That is the goal, in line with our universal health coverage policy,” she said. Luvindao assured patients at the facility that their concerns would not go unheard. “My office will be prioritising these issues and engaging with relevant directorates to address them,” she said while also pledging more unannounced visits in the future to ensure continued accountability. While her appointment was met with criticism of her nationality, the move was welcomed by many. Merejam Hilya Nghipondoka commented on the ministry post and said: “This lady will improve the health ministry for sure. Let us give her a chance and be a little patient. She is what we have been yearning for, I guess. We love you Esperance Luvindao. Eunice Ndaudika Heita also commented and said that it was a very good move. “Please come to Engela also honourable Minister,” she requested. Meisie Safoo said in her comment: “Good job! I just want to meet her in person.” Walvis Bay-based legal practitioner Advocate Richard Metcalfe said in a letter that it appears that all the objections to the appointment of Dr Luvindao are without merit and are based on pure jealousy. “The honourable minister has a brilliant academic record to her credit. In addition, she is talented, creative and hard working. She enjoys citizenship by virtue of Article 4 (1)(d) of The Constitution,” he said. Metcalfe asked: “So what if she is/was/will be connected to luminaries in the public or private sector. That is the way to promote yourself,” He added that the lady is an absolute asset to her country of birth. “The abuse directed at her and the raging xenophobia displayed are symptomatic of gender abuse in Namibia. Whilst we should be basking in the glory of the international community for the first majority female Cabinet, we now look like other rabid political dogs from other countries who foam at the mouth at every public opportunity. Grow up and embrace talent, beauty, intellect and self-development!” he exclaimed. Metcalfe added that the minister should be the source of inspiration for the youth and the source of pride for parents. “It is time for Namibia to shine again and not skulk in the depths of self-pity,” he said.

Katutura residents fume over pothole-riddled roads Katutura residents say the worsening state of their pothole-riddled roads poses safety risks and reflects neglect by the authorities, who promise ongoing repairs. The Katutura Residents Committee, led by chairperson Benestus Kandundu, has raised concerns over what it describes as neglect by the authorities. He says Katutura’s roads are riddled with potholes, making driving hazardous. “Drivers cannot even drive properly, because they are just in potholes everywhere. If you take Single Quarters from a local shop, there is a street there. That road is very bad. “And if you drive through the minor streets at Katutura, it’s clear that road quality here is not a priority,” he says. Kandundu says compared to other suburbs, Katutura’s roads are in far worse condition. He questions the quality of materials used in road construction, saying the difference in maintenance between Katutura and wealthier areas is evident. “The situation is very bad because it can cause accidents. If you drive through locations like Soweto, Wanaheda, Goreangab, Ombili, Eveline Street, and others, you will see that most streets have potholes,” he says. Kandundu calls on the City of Windhoek to compare Katutura’s road conditions with those in other parts of Windhoek, particularly major roads such as Independence Avenue, which he claims receive better maintenance. “We hope the municipality will address this issue. We cannot continue driving on roads that damage our cars and put lives at risk,” he says. City of Windhoek spokesperson Harold Akwenye says the city is aware of the situation and is making efforts to improve damaged roads. “Our teams are monitoring the roads and carrying out temporary repairs to improve drivability,” he says. Akwenye urges motorists to reduce speed and exercise caution. Landless People’s Movement leader Bernadus Swartbooi raised concerns about damaged roads in the parliament yesterday. Addressing minister of works and transport Veikko Nekundi, Swartbooi questioned the government’s plans to improve road infrastructure. “We have engaged local authorities to explore ways of assisting them in addressing this issue. Many local authorities are likely willing to take urgent action to fix potholes, as they pose a growing risk of vehicle damage and accidents,” he said.
