The data makes it clear: current policy is failing vulnerable young people. Urgent reform is needed to ensure every child receives the care they deserve. #KeepCaringTo18
With 4 in 10 children aged 16-17 now in care-less accommodation, the government’s assertion that it only be used in “exceptional circumstances” couldn’t be further from the truth.

Article 39 has sent an open letter to @JoshMacAlister, urging an end to care-less accommodation for 16-17 year olds.
No loving parent would leave their GCSE aged child in a caravan alone, or in a hostel with vulnerable adults. The risks are obvious.

Parliament’s Education Committee says all children in care must receive care where they live, which adds considerable weight to @article39.bsky.social’s longstanding #KeepCaringTo18 campaign: article39.org.uk/2025/07/10/p...
Great this children’s home is to be run like a family home.
But how many families plan for their children to leave home aged 16?

NEW: Government urged to end the wilful neglect of teenagers in care. Timeline showing how last government reversed the strong, cross-party political consensus that children in care aged 16 and 17 should not have to fend for themselves.

🤔If the last government really only wanted 'some' 16 and 17 year-olds in care to go without care where they live, why did it give local authorities £142million and a national charity nearly £1million to implement its care-less policy?
#KeepCaringTo18
You can do.
1. Support @article_39’s #KeepCaringto18 campaign: https://article39.org.uk/keepcaringforchildrenupto18/
2. If you work at a university, advocate for care leavers. Ask what leaders are doing to support them.
3. Write to your MP demanding that 16/17 year olds in care...
It was obvious all along that the radical restructuring of England’s children’s care system - making properties without care a regulated placement for the first time - would serve business interests very well.
#KeepCaringTo18
It’s a relief that there is no promise to further expand care-less accommodation for children in care aged 16 and 17. Perhaps commitment to invest in children’s homes marks departure with the disreputable legal and policy changes of recent years.
#KeepCaringTo18
❗️We're waiting to hear whether any political party will commit to making sure that every child in care actually receives care.
Back in 2022, the then PM denied age-based legal and policy change, after care experienced campaigners delivered petition to No. 10.

⬇️ NEW #KeepCaringTo18 postcard.
Who could have predicted in years gone by that here we would be - in 2024 - having to make the case for children who are in care to actually receive care where they live.
But this is where we are.
Politicians please take notice, and act.
Glad to see @BASW_UK’s manifesto focus on care-experience, particularly:

In an ideal world we wouldn’t have to ask for the latter; it’s the bare minimum. But whilst teens in care continue to be abandoned, we must keep speaking up.
Anyway, Samantha Morton gets that denying actual care to children who are in care is wrong. This was her speaking to BBC two years ago ⬇️

We’re still campaigning. We find allies wherever we go, because to any decent person it’s obvious that abandoning 16/17yos in hostels isn’t “nurturing independence” but institutional neglect.
We’ll keep going until every child in care receives just that - care.
#KeepCaringto18
Two years ago today, a group of care-experienced people took the #KeepCaringto18 petition to Downing Street.
The timeline of events since then is too depressing to note in full; the gov continues to turn its back on 16-17 year olds in care.
But for now I’m remembering the 10k

@JohnRadoux wrote about it here:
⚠️ Care-less supported accommodation is now an official part of the regulated children's care system.
This is a radical restructuring of the care system with much weaker requirements on owners/providers & poor regulatory oversight.

DfE consultation response here:
This is a major, structural and ideological change to children's care system. For decades, government policy has progressively moved towards care system emulating what happens in loving families. Not now.

*4 in 10 children in care aged 16 & 17 don’t receive care where they live. Absence of care for this age group now backed by law & gov policy.
