A Citizen's Income.
A Citizen's Income backs every Kiwi so they can afford the basics to live well and contribute. Most adults will receive a regular payment roughly in line with the current Jobseeker benefit. No paperwork, no bureaucrats – just a financially secure base to build a life on.

The Citizen's income replaces most benefit classes — including superannuation — and includes top-up functions to ensure no-one is left behind financially. It is paired with a significant simplification of the income tax structure and eliminates the 'welfare trap' where people on a benefit pay an effective marginal tax rate of up to 90% for taking on work. For low-income working New Zealanders, it will be one of the most significant tax breaks in New Zealand history. The Citizen's Income is paid for by introducing a Land Value Tax.

A Land Value Tax.
A land value tax (LVT) makes housing affordable by shifting the tax load off working people and onto land. The tax applies to land only (not any buildings on that land) and for 'land rich, cash poor' Kiwis like farmers and retirees, exceptions and deferrals will apply.

An LVT encourages high-density housing and discourages urban sprawl, land-banking or large rental property portfolios, which helps force down house and rent prices. It also retools our economy for innovation and production, instead of rent-seeking and paper profits. This will help drive real economic growth, by redirecting investment away from housing and towards business.

Compulsory, high-contributions Kiwisaver.
Kiwis have really gotten behind Kiwisaver, but most of us need to save more to guarantee a comfortable retirement. Opportunity will make Kiwisaver a fully compulsory scheme, with substantially higher employer and employee contributions, so we can all grow old with dignity. When well designed, stronger Kiwisaver balances can also be a powerful investment tool for infrastructure and innovation.

What a week it’s been on the road for Opportunity. 

Over the past few days I’ve had the privilege of meeting so many passionate, thoughtful people in Wellington and Palmerston North. New Zealanders who genuinely care about building a fairer, more hopeful future and who are hungry for real solutions, not slogans.

Across both cities, a few themes came through loud and clear:

People are looking for hope. They want a politics that backs their potential, their families, their communities, not one that divides or dismisses.

Fairness matters deeply. Whether it’s young parents balancing the cost of living, small business owners trying to grow, or older New Zealanders worried about the world their mokopuna will inherit, fairness is in our DNA.

A desire for long-term thinking. People are frustrated by short-termism. They want climate action that’s practical, housing solutions that are honest, and a tax system that’s built for the 21st century.
These conversations are shaping our campaign, and ultimately our movement. Thank you to everyone who showed up, asked hard questions, and shared your experiences.


One of the strongest themes from my visits this week was innovation - not just in technology, but in how we care for people, restore nature, and shape our future.

I also met with a range of start-up communities this week: at CreativeHQ, ManawaTech, and The Factory, I met founders and innovators who are pouring their energy into solving problems and making things better. They’re the engine room working on boosting our country’s productivity in food systems, clean energy, fintech and more. 

New Zealand is full of people who believe we can do better and are rolling up their sleeves to prove it. That spirit of innovation, creativity, and care is exactly what Opportunity is here to champion and scale across the whole country.

The Privatisation of Public Health

The Coalition Government recently introduced the Healthy Futures (Pae Ora) Amendment Bill - to enshrine targets for delivery of health services in legislation.

Government intends to achieve measurements of health system performance and productivity through this legislative mechanism, ignoring the complexity of the health system, the chronic problems of underfunding, demography and the social stresses which are impacting on hospitals.

New funding to deal with long waiting lists is likely to go to the private sector through extension of contracting out of services from three to ten years. The proposed ten year contracts have prompted a number of senior medical professionals, academics and economists to write an open letter to the Auditor General.

They expressed concerns about the transfer of money and the likely exodus of public health workers to the private sector as well as the detrimental impact on training for future healthcare workers. They also cited concerns about equitable access to care.

To discuss these issues we have invited:

Ian Powell, the former Exec Director of the Association of Salaried Medical Specialists and now a commentator on health in the media and on his blog, Otaihanga Second Opinion.

and

Ganesh R Ahirao (aka Nana), a signatory to the letter to the Auditor General. He is an economist and was former Chair of the Productivity Commission. He is currently a board member for Action Station, Kaibosh Food Rescue and the Drug Foundation.
