In 1983 Csaba Koncz from the lab of Jeff Schell at the #MPIPZ in Cologne described the NOS and OCS promoters of Agrobacterium as the first plant-active promoters, but they are not active in all tissues and under strong developmental & environmental regulation, leading to high variability.
