Four days later, I have not received a response from #Substack to the spam complaint I submitted to them, and #JaimeHarrison just spammed me again through Substack.
So I've now escalated and sent a complaint about Substack to #MailGun.
We shall see what happens next.

I've been temporarily disabled since I got my account verified.

You get a message that looks like this, and if you click through to revoke the session, it takes you to a fake Mailgun login page (on "server9-mailgun.com" - note the "-"), where credentials will be stolen.
