The city agreed not to enforce anti-camping ordinances if no overnight shelter beds were available; invested $1.335 million for homelessness services, with at least one-third for additional shelter space; updated policies to protect those unable to access shelter due to disability, religion, sex, sexual orientation, etc.; but was allowed to cite those who were offered appropriate and available shelter space and refused it.
