skeptical view: we should judge vs what plausibly could have been done, & done now, with such vast effort, towards housing justice & abundance—not vs, say, sky-high SFH prices as in report—and I'd say much more could have been. Eg lower-cost #MissingSmall options continally framed out of discussion
