RUC's originally were to prevent the UK situation where 2 types of diesel exist - road diesel which has road tax added to it and farm diesel with no road tax, but a dye to distinguish it. Get caught using farm diesel in your road vehicle and you get the book thrown at you.

Problem is, reducing RUC's on diesel light vehicles will just encourage Ranger owners to burn diesel on the weekend towing boats around.

Maybe switch RUC's off for heavy trucks? Probably a lot easier to administer too because most of them are running on computerised RUC systems these days...
