I rode to the bank (the WF in the center of the pic). Some guy was all irate that there is nowhere to park. All those red squares are garages with 60 minute free parking.
34% of downtown Riverside CA is off street parking. If you can't find parking, you aren't looking.

Subway MIN $5.80 a day, congestion fee $9 …wtf
The subway is overwhelmed w passengers & every one is paying more than twice the min $2.25 congestion fee. Each car can carry 4+. A subway car can carry 200+ (over $1,000)
