personally I am more interested and see more viability in independently developing, out of the civic sector, capacity and leadership and innovation ecology such as we would like to see the state have or be a full partner in. Imo #OHNA / #HAPO is so far largely a cautionary tale and disappointment
when people in power set up or allow processes whereby they and allies exercise control over everything that happens, as e.g. one could see precisely being legislated in #OHNA, It's a feature not a bug, right? We might ask, how exactly does it differ than say Trump's goals, structurally?
useful article distinguishing long-term, within-unit #filtering of housing, vs immediate, across-market, i.e. chain-of-migration. Conflation has long aided #SupplyDenialism: leaders routinely dismiss effects of 'supply', e.g. in OR's #OHNA plan, b/c "filtering takes decades"

incidentally I'd say, for years have said, similar at the state level—probably better done, at least led, at that scope imo. However I don't particularly see that #OHNA, #HAPO, etc ever really have had that remit, or necessary structures to do so, so I've considered how to do or start independently.
little that I see inspires confidence that Oregon's #OHNA #HousingNeeds initiative is implementing "powerful, clear and guaranteed enforcement"; among its issues. And unlike for those at the table crafting this, my ability/likelihood/wish to live in Oregon is quite at issue.
