National digital strategy offers a blueprint for digital transformation **Magano Erkana and Nhika Vassallo** Exciting times are under way in Namibia with the new Namibia National Digital Strategy 2025–2029 (NDS), dubbed “The Framework for Digital Transformation”. This represents a bold, comprehensive roadmap to harness digital technologies for economic growth, social inclusion and societal advancement. Unveiled by the Ministry of Information and Communication Technology, the strategy aligns other state policies, addressing longstanding challenges like inadequate infrastructure, digital skills gaps and cybersecurity vulnerabilities. The Ministry of Information and Communication Technology has released the Namibia National Digital Strategy 2025–2029 (NDS). The NDS is a roadmap to harness digital technologies for economic growth, social inclusion and societal advancement. The strategy aligns other state policies, addressing longstanding challenges like inadequate infrastructure, digital skills gaps and cybersecurity vulnerabilities. However, its success will depend on how effectively it is implemented. At its core are five strategic pillars. **Pillar 1: Digital infrastructure** Accelerating development and accessibility by investing in retail networks and cost-lowering policies for affordable services, while ensuring high-quality, reliable infrastructure for diverse applications. It also focuses on bolstering cybersecurity through resilient networks and disaster risk strategies. **Pillar 2: Digital skills** Building foundational literacy across all ages for confident digital navigation. It also aims to reform teaching practices and ICT curricula to equip students for innovation and problem-solving. **Pillar 3: Digital government** Rolling out secure, unique digital IDs to serve as the key entry point for seamless access to public services and advance citizen-centric digital public services by enabling efficient government data sharing through a unified single-portal gateway, enhancing accessibility and speed. **Pillar 4: Industry and innovation** Deepening entrepreneurship ecosystems for bottom-up, context-relevant growth, advancing digital industrialisation and creating partnerships for market-driven research and development. **Pillar 5: Policy and regulation** Nurturing emerging technologies with ethical safeguards, adopting key legislation like the Data Protection Bill for an enabling environment and deploying regulatory sandboxes for agile oversight of new digital services. The NDS is set to catalyse development across critical markets, bridging the digital divide and unlocking new opportunities. In infrastructure, investments in broadband and resilient networks will enhance connectivity, supporting universal access policies and reducing affordability barriers. Finance stands to benefit from the new payment systems being implemented and the Electronic Transactions Act, enabling secure digital financial services and fintech innovation. Government services could see streamlined e-government portals, data sharing and cloud infrastructure, improving efficiency and public sector capacity. Education and skills should integrate ICT curricula and demand-led training, while economic sectors like agriculture, mining and tourism gain from digital industrialisation, local app development and innovation ecosystems. These alignments promise job creation, reduced import dependencies and inclusive growth, with regulatory sandboxes accelerating adoption in high-impact areas. Namibia’s NDS, infused with artificial intelligence readiness, charts an optimistic path toward a digitally empowered future, transforming vulnerabilities into strengths amid global volatility. While hurdles like funding and expertise persist, the strategy’s inclusive, agile framework, backed by robust monitoring, heralds energy-independent innovation, reduced inequalities, and exportable digital solutions. However, some aspects may cause concern, such as a unique digital ID, which has been subject to public outcry over privacy concerns and government overreach in the UK and the US. BoN wins AI innovation award **Staff Writer** The Bank of Namibia (BoN) has won the Artificial Intelligence Initiative Award at the Central Banking Awards. The award recognises institutions that use artificial intelligence in areas such as forecasting, payments oversight, regulation and fraud detection. The bank was recognised for using artificial intelligence and machine learning in its daily operations. Key projects include a non-performing loans predictive model, an inflation nowcasting system and a regulatory navigation tool. The non-performing loans model helps provide early insights into risks in the banking sector. The inflation nowcasting system produces near-real-time inflation estimates to support monetary policy decisions. The Regulatory Navigation Tool provides quick access to regulatory information. The award also considers how institutions apply innovation, effectiveness and cybersecurity practices. The bank has also supported the growth of artificial intelligence skills in Namibia. It partnered with the Namibia University of Science and Technology to establish the Artificial Intelligence and Robotics Accelerator laboratory. The facility focuses on training students in robotics, data processing and artificial intelligence systems. BoN governor Ebson Uanguta said the award reflects the bank’s approach to innovation. “We are deeply honoured to be named the winner of Central Banking’s Artificial Intelligence Initiative Award, a recognition that reflects our belief that innovation in central banking must deliver measurable impact for the economy and the financial system. Cybercrime bill heads to parliament **Chamwe Kaira** The drafting of the Cybercrime Bill has been completed and the legislation is expected to be submitted to Parliament this month. The bill was prepared after consultations with key stakeholders and will undergo a validation workshop before submission. This information was revealed in the estimates of revenue, income and expenditure released by the Ministry of Finance as part of the 2026/27 national budget. The document also states that the Data Protection Bill has already been approved by the cabinet committee on legislation. The bill has been forwarded to the Ministry of Justice and Labour Relations for further review. The budget report also highlights developments in Namibia’s information and communication technology sector. Between 2021 and 2023, the number of operators and licensees in the sector remained stable. However, the number of active users declined. Mobile subscribers dropped from about 2.9 million to 2.1 million during the period. Internet users declined from 2.05 million to 1.72 million. Mobile penetration also decreased from 87.59 subscribers per 100 people to 71.35. Internet penetration declined from 78.97% to 66%. Fixed-line teledensity also fell during the same period. The report states that the decline may reflect service reclassification and changes in how consumers use communication services. Namibia also launched the national information and communication technology policy on 29 January 2026. The policy forms part of the country’s long-term strategy to develop the ICT sector. A review of the national broadband framework is also underway. Consultations with industry stakeholders have already been completed as part of the review. The report also shows differences in network coverage across regions. Nationwide 4G population coverage stands at 88.4%. Urban regions show higher connectivity levels. Khomas region recorded 98% coverage, Oshana region 99%, and Omusati region 96%. Coverage remains lower in some rural areas. Kunene region recorded 49% coverage, Omaheke region 64%, and Kavango West region 70%. The difference between the highest and lowest coverage areas stands at about 50 percentage points. The report states that the gap highlights the need for more investment in digital infrastructure in rural areas. Cybersecurity also remains a national priority. According to the International Telecommunication Union Global Cybersecurity Index for 2024, Namibia is classified in Tier 4, described as evolving. Namibia scored 36.93 out of 100. “The result indicates that while the country has established foundational cybersecurity systems, there is still a significant capacity gap that requires continued institutional strengthening and investment in cyber resilience,” the document noted.

Trustco cautions shareholders amid ongoing delisting review **Chamwe Kaira** Trustco Group Holdings Limited has issued a further cautionary announcement to shareholders as it continues to assess the implications of new listing regulations on its proposed delisting. The company, which is incorporated in Namibia and registered as an external company in South Africa, said its board is still investigating the impact of the recently implemented Simplified Listings Requirements (SLR), which came into effect on 16 February 2026. In a SENS announcement released this week, Trustco referred shareholders to its earlier communications regarding the proposed delisting, including the most recent update published on 13 January 2026. In that announcement, the board indicated it would reconsider its position in light of the introduction of the SLR. The company has not yet made a final decision regarding the delisting and advised shareholders to continue exercising caution when dealing in its securities until a comprehensive delisting announcement is issued. Trustco is listed on the JSE under the share code TTO, on the NSX under TUC, and on the OTCQX under TSCHY. Trustco first announced in January last year that it was evaluating options to delist the company from the Johannesburg Stock Exchange (JSE), the Namibian Stock Exchange (NSX) and the OTCQX in the United States, as it prepared for a planned listing on the Nasdaq. The company said the move follows a shift in its shareholder base, with a growing proportion of investors now located in the United States. Chief executive officer Quinton van Rooyen said at that time Trustco had maintained its listing in Southern Africa for nearly two decades, primarily serving a local shareholder base. However, investor demographics have evolved, and the anticipated Nasdaq listing is expected to better align the company with its current shareholders and support shareholder value. Trustco said the proposed delisting process would include the appointment of an independent expert to provide an updated fairness opinion in line with JSE Listings Requirements. The company is engaging with the affected exchanges regarding a formal delisting proposal. Trustco, headquartered in Windhoek, is a diversified holding company with subsidiaries operating in real estate, mining, insurance, microfinance and education. Its ordinary shares are currently listed on the JSE under the symbol TTO and on the NSX under TUC, while its American Depositary Shares trade on OTCQX under the symbol TSCHY.
