I found code that looks like this in a composer-loaded library recently:

#PHP has a built-in stream filter that converts character encoding on the fly.
convert.iconv.FROM/TO. Attach it to any stream. Data is re-encoded as it flows through.
Read a Shift_JIS file as UTF-8. No iconv() call. No mb_convert. Just fopen + filter.
