Turns out #PortCovington was undeveloped because its not a good site. Whatever it is today it will never be what was promised to justify a massive $660M TIF. As forseen & warned by community coalitions. City Council should repeal the TIF authorization.

Have to dig in to the report but—its is hardly independent (or very credible) given Muni Mae’s conflict of interest. Their business is writing (and pushing) TIF applications e.g. #PortCovington, #HarborPt. Then hired by City to oversee TIFs yet only 2nd report in past 20 yrs? See #TaxBroke on this.

Not all low/mod income areas & some areas that really are not low/mod. Lots of leeway for states to select OZ census tracts. At least in Maryland, politics & fudging went into Gov Hogan’s selections. E.g Billionaire Kevin Plank’s big waterfront #PortCovington (aka Baltimore Peninsula) TIF project.
