Liege Maximo from the Power of The Primes toy line, inside his Skullgrin decoy armor and holding his giant claw weapon.

Power of The Primes sort of made Skullgrin a Pretender again, except the armor is called "Skullgrin Decoy Armor" and the robot inside is supposed to be Liege Maximo, one of the 13 Primes from Transformers' pre-history/mythology.
