They would meet occasionally in bars and on napkins they would write down their ideas about freeing prisoners around the world who had committed no crime, had not hurt anyone, and whose only offense was voicing deeply held convictions that harmed no one but were not tolerated by the nations that imprisoned them. This ultimately gave shape to The Forgotten Prisoners, the editorial Benenson wrote for the Guardian newspaper. It was that piece of writing that created Amnesty International. After Benenson, Baker was the second Secretary-General of the organization. And it was Baker who coined the term “prisoner of conscience” to describe the people that Amnesty International would help.
