@govkathyhochul.bsky.social says she's giving PPL #CDPAP to "protect home care users & caregivers." But CDPAP's built on Dignity of Risk, ending ableist tropes that PWD need protection from able-bodied. Consumers see her "protection" more like that from the mob - take it or else.

CDPAP is supported by Fiscal Intermediaries: community-based champions of home health care, with deep roots in the state's communities.
