QUICK OVERVIEW: 

Beginning in September 2025, the U.S. military initiated air-strikes on suspected drug-smuggling boats in the Caribbean and eastern Pacific. The attacks were justified publicly under a U.S. determination that the country was engaged in a “non-international armed conflict” with drug cartels. 

The first strike — on September 2 — reportedly killed 11 people aboard a Venezuelan vessel. After the initial strike, two survivors clinging to wreckage were reportedly killed in a second strike, following an alleged order from Hegseth to “kill everybody.” 

As of mid-November 2025, at least 21 strikes on 22 separate vessels had taken place, resulting in approximately 83 deaths (including one missing presumed dead).

In this case, the administration never sought or obtained a formal declaration of war by Congress against drug cartels. 

Instead, they issued an internal legal determination that the U.S. was in a “non-international armed conflict,” effectively reclassifying drug-smuggling operations as a war-like scenario. That reclassification bypasses traditional legislative oversight.

Observers describe the pattern as:

• No formal declaration of war by Congress, no Articles of War invoked;

• Use of lethal force against non-state criminal suspects rather than combatants;

• Orders reportedly to “kill everybody,” including those incapacitated or wrecked;

• Lack of transparency or due process, and no public evidence presented to confirm that each target was an active threat.

As one former military lawyer put it: even if the U.S. treats the drug cartels as “unlawful combatants,” giving a “no quarter” order — executing those unable to fight or swim — is prohibited under the laws of war. 

If the situation is not a war at all, then the killings are murder.

Why did 80 people have to be killed before we decided Pete Hegseth, and the USN under the leadership of Donald Trump, could engage targets in internationals waters when there were no articles of war passed by Congress?

The Executive Branch engaged in extra-judicial murder.

Not speaking for every young person.

But if I was them, it is easy to see a monumental series of events, which no one in power seems interested in solving.

Perhaps they've decided, there isn't a point, until people in power decide to stop killing each other for money or power.

By doing the due diligence these scammers can't. Bringing information that people are wanting to know about and eschewing the content mill they have come to expect.

Tell stories that matter, that can't be gamed by generative artificial intelligence. It takes skill GAI can't match.

This problem has to be met head on.

Anyone with a bit of experience using generative artificial intelligence can spot this tech in action. It may behoove editors to work with writers who understand GAI to help them detect its use.

Pretending it doesn't exist isn't enough.
