This reminds me a bit of the debate about high street decline (urban SMEs being the natural partners of SME farms with some cooperative involvement).
Those claiming consumer choice are entitled to that counter-factual theory, but while #ReducedAccess policies are in place, they are the explanation.
Labour should be taxing capital that is underutilised (i.e. deliberately corporate land-banked), twinning this with a strategy of facilitating circulation of custom/spending & investment, for VAT recapture.
There are too many artificial barriers to this, e.g. with #ReducedAccess policies in cities.
There is indeed an idea that more last-mile cycling trips will solve the problem.
The issue with that is, the inner city is being turned inside out as businesses like M&S flee #ReducedAccess areas to set up in retail parks instead.
This amount of warehouse sprawl will trend to more HGV/car trips.
These increased costs don't appear to be reflected in raw materials prices long term.
I would lay the blame squarely at the foot of local authority policies of #ReducedAccess & prejudicial zoning. These reduce customer access and artificially inflate business rates.
