Community Petition to Lawton City Council created by Westwin Resistance Lawton City Council has allocated at least $3 million dollars of public funds to Westwin Elements' experimental cobalt and nickel refinery. Westwin Elements is in direct violation of the clear intent of the Medicine Lodge Treaty that this land be used for agricultural, and not industrial, purposes. This refinery was established with no consent given from the local tribes despite the refinery acting as a threat to public health and long term environmental wellness. Through the cosigning and funding of this project, the state of Oklahoma is continuing its legacy of committing atrocities against Indigenous people in the name of industrial expansion. We demand that Lawton City Council take the following actions to protect our families and to follow the voice of the people: . Halt current public funding of Westwin Elements, and do not grant any new public funds or loans to Westwin Elements . Cap large spending allocations of city funds without a city vote . Put safeguards and safety protocols in place for any and all future contamination issues that could arise at the Westwin Elements refinery, including an evacuation plan of the area to which ALL citizens are privy . Create safety requirements for all future incoming companies that have significant emissions, including but not limited to, fence line monitoring, the reporting of live data, and safety protocols in place for emissions over a certain amount . Obtain Free, Prior and Informed Consent from local tribes before participating in industrial projects similar to this one . Conduct an Environmental Impact study covering a 10 miles of the Westwin Elements refinery . Obtain Community Consent on all industrial projects done within city limits
