Reading the story this is simply a confection of stories under the SNP/ScotGov is rubbish banner.
Some of those accidents (like the person who had a stroke & died while driving) can happen anytime and anywhere and is not linked to the road itself in any way.

In this BBC news item the blame is unhesitatingly placed on the A9 itself, but within it there's a comment from the husband of the deceased, "She was going to make a right-hand turn off of the A9, and she turned right in front of a lorry."

The transport secretary in Scotland does not generally intervene in local council decisions unless it is of national importance.
