Republican-led US Senate confirms Trump’s first second-term judicial nominee By Nate Raymond and Jack Queen WASHINGTON (Reuters) -President Donald Trump secured approval of his first judicial nominee of his second term, as the U.S. Senate confirmed a former law clerk to three members of the U.S. Supreme Court’s conservative majority to a seat on a federal appeals court. The Republican-led Senate voted 46-42 along party lines in favor of Whitney Hermandorfer, a lawyer serving under Tennessee’s attorney general, to be appointed as a life-tenured judge on the Cincinnati-based 6th U.S. Circuit Court of Appeals. She is the first of 15 judicial nominees the president has announced to date to secure Senate approval, as Trump and his Republican allies in the Senate look to add to the 234 judicial appointments Trump made in his first term. With Hermandorfer’s confirmation, Trump tied former President Joe Biden’s total of 235 judicial appointments. Such appointments could help Trump further shift the ideological balance of the judiciary to the right at a moment when White House officials have accused judges who have blocked parts of his immigration and cost-cutting agenda they have found to be unlawful of being part of a "judicial coup." Republican Senate Majority Leader John Thune, ahead of a procedural vote on Hermandorfer’s nomination on Thursday, said the goal was to fill around 50 judicial vacancies on the bench with judges who "understand the proper role of a judge." He said judges should "understand that their job is to interpret the law, not usurp the job of the people’s elected representatives by legislating from the bench." In a statement after the vote, Republican Senate Judiciary Committee Chairman Chuck Grassley praised Hermandorfer’s qualifications and said Republicans will push forward with nominations despite "obstruction" by Democrats. Democratic Senate Minority Leader Chuck Schumer said on the Senate floor Monday that Trump is only interested in appointing "foot soldiers in black robes" to the courts. Senate passes Trump’s policy bill; ADP report ahead - what’s moving markets Investing.com - U.S. stock futures point higher following the Senate’s passage of a behemoth fiscal bill that holds President Donald Trump’s signature legislative agenda. The measure now moves to the House of Representatives, with Republicans facing an impending deadline to bring the bill before Trump to be signed into law. On the economic calendar, private payrolls data could provide a fresh glimpse into the state of the American labor market. 1. Futures higher U.S. stock futures edged higher on Wednesday, as investors assessed the U.S. Senate’s now-approved version of a massive tax-cuts and spending package and kept tabs on the outlook for interest rates and tariffs. The House is expected to take up the Senate’s updated text on Wednesday, although some pushback from more fiscally-conservative GOP legislators is predicted to emerge. Throughout the drawn-out process of passing the bill, some Republicans have balked at its potential impact on the country’s finances. Nonpartisan observers have flagged that the measures, which include the extension of Trump’s 2017 tax cuts, new tax reductions, and increased spending on defense and border security, will end up expanding the federal debt pile by over $3 trillion. Despite the projected uptick in U.S. obligations, Treasury markets have reacted in a relatively muted manner, “cushioned by hopes” that the Federal Reserve may decide to slash interest rates in the coming months, analysts at ING said in a note to clients. 3. ADP jobs data ahead The trajectory of Fed policy will likely be front and center when the latest monthly gauge of private payrolls is released on Wednesday. Economists expect the figure in the ADP National Employment Report to rise to 99,000 in June, up from 37,000 in the prior month. Data on Tuesday showed that while job openings unexpectedly ticked up in May, hiring weakened, indicating a possible cooling in an otherwise resilient labor picture. Further insight into the health of the labor market is due to come on Thursday, when the all-important nonfarm payrolls report is scheduled to be unveiled. Trump hints at India trade deal with tariff pause deadline looming The levies have been a major focus for markets, especially with the expiration of a pause to Trump’s punishing "reciprocal" duties just days away. Trump administration officials have been carrying out negotiations with a host of nations during the delay, yet the White House has displayed little progress in securing fresh agreements. On Tuesday, Trump told reporters that he believed India was ready to ink a trade deal with the U.S. that would help American companies and lower the country’s tariffs. India faces an impending 26% levy rate on July 9, when Trump’s reciprocal tariff delay ends. "Right now, India doesn’t accept anybody in. I think India is going to do that, if they do that, we’re going to have a deal for less, much less tariffs," he said. However, Trump also hinted that he may not choose to extend the deadline -- and would simply send out letters telling individual nations their tariff rates. 5. Oil subdued Crude prices were little moved Wednesday, as traders digested progress towards an Israel-Hamas ceasefire and a build in U.S. inventories ahead of an upcoming OPEC+ meeting. At 03:32 ET, Brent futures inched up 0.1% to $67.16 a barrel and U.S. West Texas Intermediate crude futures were unchanged at $65.45 a barrel. President Trump on Tuesday evening said Israel had agreed to the conditions needed to finalize a 60-day ceasefire with Hamas, while also urging the Palestinian group to accept the deal. Data from the American Petroleum Institute showed on Tuesday that U.S. oil inventories grew 0.68 million barrels in the week to June 27, a build that followed five weeks of deep, outsized draws in U.S. oil stockpiles, and raised some questions over fuel demand in the travel-heavy summer season. The official government inventory report is due later on Wednesday.

Senate Republicans on Monday unveiled proposed changes to the bill the House of Representatives passed last month. The proposals, subject to ongoing negotiations, would make some business-related tax breaks permanent while making the deduction for state and local income taxes more limited. "The fiscal effects of the Senate’s legislation as it currently stands look likely to be similar over the next few years to what the House passed," Alec Phillips, an analyst at Goldman Sachs, wrote in a note on Tuesday. The proposals will likely add "at least a few hundred billion dollars" to the estimated 10-year cost of the legislation, he added. The House-passed legislation would add $2.4 trillion to U.S. government debt over the next 10 years, or $3 trillion if interest costs are taken into account, the nonpartisan Committee for a Responsible Federal Budget estimated earlier this month. The cost would reach $5 trillion over a decade if policymakers extend temporary provisions, the committee has said. No formal cost estimates by the Joint Committee on Taxation, a nonpartisan committee of the U.S. Congress, and by the nonpartisan Congressional Budget Office have been released since the Senate proposals. Concerns over the fiscal impact of the bill have been a key driver of the U.S. bond market in recent weeks, as a meaningful increase to the $36 trillion U.S. debt pile could push Treasury yields higher due to more sizeable government debt sales. "A key contributor to the bond-bearish narrative at the moment is the GOP’s (Grand Old Party) budget bill," BMO Capital Markets analysts said in a note on Tuesday. "At the end of the day, there will still be a significant increase in the deficit that the Treasury Department will be tasked with funding," the BMO analysts said.

Daines was accompanied by Qualcomm (NASDAQ:QCOM) CEO Cristiano Amon, Pfizer (NYSE:PFE) CEO Albert Bourla, Cargill CEO Brian Sikes, Boeing (NYSE:BA) Global Senior Vice President Brendan Nelson, and other executives at Beijing’s Great Hall of the People, according to a foreign media pool report. Daines’ trip marks the first time a U.S. politician has visited China since U.S. President Donald Trump took office in January. Beijing is seeking high-level dialogue with the new administration, with hopes of reaching a deal to avert further tariff pressure from Washington. Daines, a staunch supporter of Trump and member of the Senate Foreign Relations Committee, was heavily involved in negotiations over U.S.-China trade during Trump’s first term, and has made multiple trips to China as a senator. He lived in Guangzhou and Hong Kong in the 1990s while working as an executive for Proctor & Gamble, which he referenced in his opening speech. "Collectively, these seven companies have over 275 years of experience of doing business in China," Daines said as he introduced the American CEOs, according to a pool transcript. "These companies have each been here decades, growing the businesses, contributing significantly to growing the businesses and creating success." Beijing has been trying to attract foreign investment to offset U.S. tariff pressure and its slowing domestic economy. The annual closed-door meeting with the premier was traditionally viewed as a summit highlight by foreign CEOs, who saw it as an opportunity to air their concerns. Relations between China and the U.S. have come under new strain after Trump slapped additional tariffs on Chinese goods, accusing Beijing of not doing enough to stem the flow of fentanyl into the United States. In early April, Trump is expected to unleash a round of tariffs on all countries that tax U.S. imports, potentially including China. A U.S. review of whether China has fulfilled promises made during the "phase one" trade deal from Trump’s first administration is set to conclude on April 1.
