When renewed or upgraded, existing stations that have a daily passenger flow of 1 000 passengers or less, combined embarking and dis-embarking, averaged over a 12 month period are not required to have lifts or ramps where these would otherwise be necessary to provide a step free route if another station within 50 km on the same route provides a fully compliant obstacle-free route. In such circumstances the design of stations shall incorporate provisions for the future installation of a lift and/or ramps to make the station accessible to all persons with disabilities and persons with reduced mobility. National rules shall be applied for organising the transport of persons with disabilities and persons with reduced mobility by an accessible means between this non- accessible station and the next accessible station on the same route.

If the government genuinely has, as they said last week, an “unwavering commitment to improving (rail) accessibility” then ‘Appendix B’ of the PRM NTSN must be removed.

It’s a benchmark for inaction on step-free access provision at thousands of platforms across the UK.
