今からちょうど60年前、大種子企業が世界の種子市場の独占に向けて、同盟団体を作り、民間企業による、民間企業のための国際条約を作った。それがUPOV条約。今、その国際化が農民を苦しめ、食の独占につながっている。それに対抗するキャンペーン #StopUPOV が12月2日にグローバルに取り組まれる。
日本は1998年以来、UPOV体制の構築に走り、タネの生産はグローバル化され、野菜のタネの自給率は1割まで落ち込んだ。さらに新たな種苗法再改訂も。海外の取り組みに学びつつ、日本はどうすべきか考え、行動する時。
