The House public education finance bill (HB 2) is not enough. It falls well short of the increase those closest to the work (school administrators, education advocates, and parents) have been asking for. Though it recognizes the need for change, such as increasing the per-student basic allotment and expanding teacher incentives, the proposed $220 increase per student is far too low. To keep up with inflation and ensure quality education, schools need at least a $1,340 increase per student. The allotment increase in HB 2 will not properly cover the following critical investments. All teachers and staff at our public schools deserve substantial pay increases. Raises and retention bonuses will also help us attract and keep qualified educators. Students with special needs and those most vulnerable need more dedicated funding. Funding for special education, bilingual programs, and for students from families with low income. These supports include mental health and counseling as well. Public schools desperately need infrastructure investments for classroom expansions, HVAC systems, safety measures, and more. However, my understanding is that HB 2 will actually provide more infrastructure funding for charter schools than our public schools. This is unacceptable. We need to substantially increase the per-student allotment to properly fund these priorities. We also need to tie that allotment to enrollment and inflation. Luckily, another bill, HB 1257, includes all of this and more. Under HB 1257, the basic allotment per student would increase to $8,947, and raising the basic allotment would ripple across school finance in powerful ways: Educator Pay: State law requires a percentage of allotment increases to boost salaries, lifting compensation for teachers, certified staff, and support staff. Public education is vitally important to the future of our state. Through public schools we ensure all Texan children have the opportunity to access high-quality education that can set them on a pathway to life-long success and improve the prosperity of the entire state. Yet Texas has woefully under invested in public education for way too long. We routinely rank in the bottom 10 states for per student investment. There is no excuse for this, particularly as Texas sits on an unrivaled rainy day fund. The Economic Stabilization Fund is projected to be more than $27 billion at the end of fiscal 2025, the largest rainy day fund in the country. HB 1770 is a start,but it is not enough. The legislature last increased per-student rates in 2019. And we all know the impact of inflation since 2019. An increase to $7,500 per student does not even keep up with inflation based on U.S. Bureau of Labor inflation calculations. This increase does not increase investment in education, it just increases our under investment. The bare minimum to hold our education investment steady is $7,800. I encourage you to go further. I encourage you to approve a larger increase that will allow our public schools to meaningfully increase teacher pay and invest in much needed infrastructure and services for students across the state. I also wholeheartedly endorse tying this increase to inflation to ensure we do not find ourselves in this situation again. Please pass HB 1170 out of committee. Unfortunately, with the HB 3399 bill you recently filed, you are not only failing to represent the needs of some of our most vulnerable neighbors, you are actively causing harm. HB 3399 is a cruel attack on bodily autonomy, medical freedom, and healthcare access. It will lead to pain, suffering, and death. As a legislator, you have no place stepping between a Texan and their reputable healthcare provider. We must trust people and their healthcare providers to make important, appropriate health care decisions. It doesn’t just hurt trans Texans, it puts all Texans at risk. I should not have to make this argument. Harming trans Texans should be enough, but I know that the author of such a bill has such hatred in their heart for the trans community, that I feel the only argument that might reach out is to point out the harm it will cause to all Texans, including ones you actually care about. The language of your bill is so vague as to put the healthcare of individuals receiving hormone therapies for menopause, osteoporosis, and low testosterone at risk. As written, it could make it harder for cis women to get hysterectomies, oophorectomies, or mastectomies, even for cancer prevention or reproductive health. It harms rural Texans and patients with low income by cutting off funding for essential healthcare providers. And it sets an extremely dangerous precedent—if Texas can ban life-saving care for one vulnerable group, who is next?
