There's a whole book or six to be written about the history of this, starting with Usenet. A good third of it could be devoted to the dangerously naive net.libertarian bullshit of the 90s, & the #techsolutionism it enabled, but honestly, a lot of it goes down to greed, in many & varied flavors.
