US threatens to withhold funding from states over truck driver English proficiency rules By David Shepardson (Reuters) -The U.S. Transportation Department said Tuesday it will withhold federal funding from California, Washington state, and New Mexico unless they adopt English proficiency requirements for commercial truck drivers. The administration of President Donald Trump has taken a series of steps to address concerns about foreign truck drivers who do not speak English, and last week Secretary of State Marco Rubio said the United States was immediately pausing the issuance of all worker visas for commercial truck drivers. Trump in April signed an executive order directing enforcement of a rule requiring commercial drivers in the U.S. to meet English proficiency standards. Transportation Secretary Sean Duffy said the department could withhold about $50 million in federal funding if they do not comply in 30 days and could take further actions. The states did not immediately respond to requests for comment. Last week, Duffy said the Federal Motor Carrier Safety Administration has launched an investigation into a crash on a Florida highway that killed three people. The crash involved a driver who was an Indian national and did not speak English or have legal authorization to be in the United States, according to Florida and U.S. officials. The investigation found the three states were not enforcing the rules, Duffy said. Driver Harjinder Singh has been charged with three counts of vehicular homicide. US-funded equipment donation strengthens patient care Niël Terblanché The country’s public health system has received a boost with the delivery of new medical equipment funded by the United States government. The ministry of health and social services accepted the consignment on Thursday in Windhoek.  Executive director Penda Ithindi said the donation reflects the ministry’s commitment to evidence-based planning and collaboration. “The equipment being handed over today is the tangible outcome of such collaborative mechanisms,” Ithindi said during the handover ceremony attended by officials from the US Centres for Disease Control and Prevention, the President’s Emergency Plan for AIDS Relief (PEPFAR), and other partners. He said the goal is to give healthcare workers the tools they need to do their jobs effectively.  The donated items include laboratory analysers, IT hardware, and clinic furniture. These were selected based on priority needs identified in recent nationwide assessments. Although a full inventory was not released, the ministry said the equipment fills gaps in diagnostics, digital record-keeping, and frontline service delivery.  It builds on previous US-supported investments, including cold-chain systems and electronic patient monitoring. Ithindi reminded health workers that technology alone will not improve outcomes.  “Equipment alone cannot deliver services; it is our people, guided by policy and empowered by tools, who will transform our vision into reality,” he said. He praised internal technical teams for conducting the assessments and managing logistics.  “I want to commend the technical teams and administrators within the ministry for coordinating this process, ensuring needs assessments were done and logistics were managed,” he said. US Chargé d’Affaires Brandon Hudspeth, PEPFAR coordinator Cheryl Amoroso, and acting CDC country director Dr Peter Minchella joined Namibian officials at the event.  They reaffirmed Washington’s support for Namibia’s HIV response and overall health system resilience. Ithindi called for continued cooperation.  “Let us move forward, hand in hand, towards world-class health for all,” he said.

Citi outlines 3 funding models to unlock future U.S. infrastructure investment Investing.com - The private sector and possibly a new U.S. sovereign wealth fund are likely to assume a greater importance in funding infrastructure projects in the country, according to analysts at Citi. In a note to clients, the analysts led by Andrew Hollenhorst flagged that historically governments were "uniquely able" to shoulder the risks and sometimes multi-generational timetables of large-scale infrastructure initiatives. However, already-large U.S. budget deficits, strained by spending on programs like Social Security and Medicare as well as interest expenses, have limited the capacity for the government to provide funding, Hollenhorst said. Rapid changes in technology have also contributed to evolving infrastructure needs that in many cases can be better met by the private sector, "either alone or in partnership with government", Hollenhorst added. Against this backdrop, direct government funding of infrastructure projects in the U.S. has been dropping for much of the past 50 years, according to Hollenhorst. "Simply maintaining the quality of existing infrastructure has been a challenge in the U.S. The American Society of Civil Engineers grade for U.S. infrastructure has improved, but only from a D+ in 2017 to a C in 2025 -- barely a passing grade," Hollenhorst said. As a result, the analysts said they see public-private partnerships, which spread out the risk between both the public and private sectors, as a possible model for funding modern infrastructure projects. They noted that this model has "worked well" in some cases, such as in private toll roads, but they flagged that this method has proved to be "difficult to scale up". A new sovereign wealth fund could use private sector funds to leverage existing U.S. government assets and bolster domestic infrastructure investment, they said. U.S. President Donald Trump signed an executive order in February ordering the creation of such a fund, which would echo similar moves in the Middle East and Asia that have allowed these officials to make direct investments with government money. As a presidential candidate, Trump said this type of vehicle would help fund "great national endeavors", including infrastructure projects like airports or highways. Still, the creation of a sovereign wealth fund would require approval from Congress. These funds also typically rely on a budget surplus, something the U.S. government does not currently have at its disposal. The private sector, as a result, may need to step in to offer investment in cutting-edge infrastructure -- such as data centers -- that help underpin new technologies, Hollenhorst said. "New technologies will require new kinds of infrastructure that may be more efficiently and more rapidly funded by the private sector," Hollenhorst argued. "Constrained government spending and the need to quickly build new kinds of infrastructure mean the private sector is likely to continue playing an expanding role in funding infrastructure." Such investment from alternative sources is tipped by Citi to benefit a number of industry, including construction materials, machinery, and transportation. Some of the companies most primed to take advantage of these changes are CRH (NYSE:CRH), Vulcan Materials (NYSE:VMC), CSX (NASDAQ:CSX), Norfolk Southern (NYSE:NSC), Union Pacific (NYSE:UNP), Knight-Swift Transportation (NYSE:KNX), Caterpillar (NYSE:CAT), United Rentals (NYSE:URI), and Herc Holdings (NYSE:HRI).

US freezes funding for Cornell, Northwestern University in latest crackdown By Steve Holland and Kanishka Singh WASHINGTON (Reuters) -The Trump administration has frozen over $1 billion in funding for Cornell University and $790 million for Northwestern (NASDAQ:NWE) University while it investigates both schools over civil rights violations, a U.S. official said on Tuesday. The funding being paused includes mostly grants and contracts with the federal departments of health, education, agriculture and defense, the official said, speaking on condition of anonymity. The administration of U.S. President Donald Trump has threatened to block federal funding for schools over pro-Palestinian campus protests as well as other issues such as diversity, equity and inclusion programs and transgender policies. Last month, it sent a letter to 60 universities, including Cornell and Northwestern, that it could bring enforcement actions if a review determined the schools had failed to stop what it called antisemitism. Northwestern said it was aware of media reports about the funding freeze but had not received any official notification from the government and that it has cooperated in the investigation. "Federal funds that Northwestern receives drive innovative and life-saving research, like the recent development by Northwestern researchers of the world’s smallest pacemaker, and research fueling the fight against Alzheimer’s disease. This type of research is now in jeopardy," a Northwestern spokesperson said. Cornell did not immediately respond to a request for comment. In an opinion piece in the New York Times (NYSE:NYT) last week, Cornell President Michael Kotlikoff said his university was not afraid to let people argue, including over issues like the Israeli-Palestinian conflict. Trump has attempted to crack down on pro-Palestinian campus protests against U.S. ally Israel’s devastating military assault on Gaza, which has caused a humanitarian crisis in the enclave and followed a deadly October 2023 attack by Islamist group Hamas. The U.S. president has called the protesters antisemitic, and has labeled them as sympathetic to Hamas militants and as foreign policy threats. Protesters, including some Jewish groups, say the Trump administration wrongly conflates their criticism of Israel’s actions in Gaza and advocacy for Palestinian rights with antisemitism and support for Hamas. TRUMP CRACKDOWN ON SCHOOLS Human rights advocates have raised free speech and academic freedom concerns over the crackdown by the Trump administration. Last week, the U.S. government announced a review of $9 billion in federal grants and contracts to Harvard University and has since listed conditions it must meet to receive federal money. Princeton University also said last week the government froze dozens of research grants. Last month, the Trump administration canceled $400 million in funding for Columbia University, the epicenter of last year’s pro-Palestinian campus protests. Columbia agreed to some significant changes that Trump’s administration demanded for talks about restoring the funding. Federal agents have also detained some foreign student protesters in recent weeks from different campuses and are working to deport them. And the government has revoked visas of many foreign students. In March, the Trump administration suspended $175 million in funding to the University of Pennsylvania over its transgender sports policies.

WTO aims to reduce staffing costs after US funding pause By Emma Farge GENEVA (Reuters) - The World Trade Organization said on Tuesday it is reviewing staff costs after the United States paused funding to the institution. Reuters reported on March 27 that the U.S., the top donor to the WTO budget, had paused its contributions including unpaid dues for 2024 pending a review of its support to international bodies - in a move confirmed by the U.S. government. Since then, trade sources told Reuters that WTO staff had been informed about incoming measures to reduce spending such as not replacing some retiring staff or short-term hires. The WTO, which has 630 staff, said that it has no plans for fixed and regular staff reductions at this time. "In a recent town hall, the Director-General (Ngozi Okonjo-Iweala) informed staff that in response to the current financial climate, Senior Management is exercising fiscal prudence by curtailing or deferring expenditures as necessary," WTO spokesperson Ismaila Dieng said in response to Reuters’ questions. He added that a newly formed ’Staffing Resource Needs Committee’ would review vacancies and related expenditures. The measures come against a backdrop of recent U.S. criticism of WTO spending and five years after its top court was paralysed under Trump’s first term, amid U.S. concerns about overreach. A U.S. delegate previously raised budget concerns about a meeting to mark the 30th anniversary of the organisation which is now grappling with the impact of U.S. President Donald Trump’s tariffs on global trade. Washington will also raise "systemic concerns" about the WTO’s actions at a meeting on Wednesday, an agenda document showed. "... It has become readily apparent that the (WTO) Secretariat is moving away from its Member-driven purposes, and is attempting to re-invent itself into a resource to be provided to the public, regardless of Members’ views or the impact that such activities may be having on Members’ interests or budget contributions," a U.S. delegation document showed. The WTO budget of 205 million Swiss francs ($239.99 million)is smaller than many other global bodies, some of which have been badly hit by Trump’s spending cuts. Delegates say that it would theoretically be easy for any one of the WTO’s 166 members to entirely block the next budget later this year since such decisions must be taken by consensus.
