California Transportation Commission kicks off SB 1 Cycle 5 guidelines development, previews VMT and equity updates The California Transportation Commission on Nov. 20 opened public workshops to draft Cycle 5 guidelines for its three SB 1 competitive programs, previewing actions to prioritize projects that mitigate passenger VMT, pursue VMT neutrality in congested corridors, and strengthen transportation equity and community engagement requirements.

The California Transportation Commission is set to redefine transportation funding with new guidelines prioritizing projects that reduce vehicle miles traveled and enhance community engagement.

DRCOG committee backs $1.095 million for TDM set-aside projects spanning nine-county region DRCOG staff recommended and the committee recommended to the Board funding seven Transportation Demand Management projects from the Way to Go program, using $1,000,000 for the 2026–27 cycle plus $95,000 in returned funds; projects will target VMT reduction through outreach, feasibility studies and outreach to underserved communities.
