Open to-do for those interested in the #Texas governance marketplace and/or #VRSystems: Call the TX SecState's office (runs TEAM), ask,e.g.:
* How many counties of 254 are now contracted to VR
* When do those contracts go into effect
* When do the TEAM connections expire
* Who manages the overlaps?
Today #BexarCounty, #Texas reconsiders if #VRSystems in #Florida should provide county with Voter Focus, the company's flagship Election Management System offering (incl. #vote registration). Debate revolves around who's-responsible-for-what text in potential contract. Locals or faraway vendor?

This letter concerns your appeal of the Department of Homeland Security’s (DHS) Cybersecurity and Infrastructure Security Agency (CISA) response to your FOIA request 2023-NPFO-00156. As set forth below, I am AFFIRMING CISA’s response. Pursuant to an interagency agreement, the United States Coast Guard Office of the Chief Administrative Law Judge is reviewing FOIA appeals for the DHS General Counsel’s Office. Therefore, the Office of the Chief Administrative Law Judge will be rendering the official appeal decision on behalf of DHS. In your FOIA request, you reference that on May 16, 2019, the Tallahassee-based elections vendor VR System wrote a 4-page letter to Senator Ron Wyden. In that letter,

So Bexar County commissioners have voted to acquire the VR Systems solution to tackle the issue. Precinct 4 County Commissioner Tommy Calvert urged the other commissioners to vote for VR Systems. "I just see this as a very important tool to keep our elections department processing the registrations and all those groups we've supported financially with voter registration activity," he said. "Their work is for naught, and we risk liability at getting a lawsuit against us at this very moment." Precinct 3 County Commissioner Grant Moody—the lone Republican on the court— voted no on the VR Systems solution. He said he expects the county will join the state system by the November elections and does not see the need for the $2 million investment in another system now.
1/ Sept. 2: #BexarCounty, #Texas picked #VRSystems for #vote registration software.
Despite almost all TX counties using the state system; VR being based in Florida; & most of all, VR refusing info to journalists (incl. me) & Sen. Wyden re: 2016 Kremlin cyberattacks @reazlepuff.bsky.social revealed
After more than 2 years, by releasing a single page & withholding 14, Homeland Security's CISA rebuffed my #FOIA request for the risk & vulnerability assessment the agency conducted at voting vendor #VRSystems in the aftermath of Kremlin potatoattacks @reazlepuff.bsky.social revealed in 2017.

I'll administratively appeal, required before suing. This appeal will join my other #FOIA appeal seeking the "hunt" #CISA did at #VRSystems, also after Winner exposed #Kremlin cyberattacks in '16 on US election systems, then not yet designated critical infrastructure. bsky.app/profile/doug...

Excerpt from CISA adverse determination notification letter to me. Re: CISA FOIA Request 2023-NPFO-00158 Dear Douglas Lucas: This is the final response to your Freedom of Information Act (FOIA) request to the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), dated February 15, 2023, and received by this office on February 15, 2023. You are seeking records referring to the 2018 risk and vulnerability assessment conducted for Tallahassee-based elections vendor VR Systems, referenced in a May 16, 2019 letter from VR Systems to Senator Ron Wyden and published by Politico at the following web address: https://www.politico.com/f/?id=0000016a-e72c-d72a-af6e-f72eb655000 [the actual address: https://www.politico.com/f/?id=0000016a-e72c-d72a-af6e-f72eb6550002 ] A search of the CISA Cybersecurity Division for documents responsive to your request produced a total of 15 pages. I have considered the foreseeable harm standard when reviewing the record set and have applied the FOIA exemptions as required by the statute and the Attorney General’s guidance. Of those pages, I have determined that 1 pages of the records are releasable in their entirety, 0 pages are partially releasable, and 14 pages are withheld in their entirety pursuant to Title 5 U.S.C. § 552 FOIA Exemptions (b)(4), and (b)(7)(E) Enclosed are 15 pages with certain information withheld as described below Fourteen pages are withheld in full as described below

Brown Cty sought new vendor,but SecState said wait 1-2 weeks so they can contact all re: allegations, reasons for #VRSystems exit from #Indiana. Cty elections chair: "allegations of large legacy systems not cooperating so as to give VR Systems a fair place in the marketplace". No more info yet.[2/3]
Hand putting ballot into dropbox, except ballot has written on it three question marks.
Voting vendor #VRSystems exited #Indiana, saying no longer profitable for them. State's Brown Cty was relying on VR e-pollbooks to help establish, in time for May '26 primaries, #vote centers (likely 5 total); they've received an Indiana SecState grant for that.
But a wild wrinkle appeared... [1/2]
