We have a mile-long stretch of road, one of the main routes into downtown, with no crosswalks. So when a utility contractor has to close a shared sidewalk/bike route, they have to close it for a mile. Impacts on users be damned.

I decided to comply.

This is not responsible traffic engineering. This is blatant malpractice, and every single engineer who programs a permissive yellow in conjunction with an active walk signal needs to be on the hook for the deaths and injuries they will cause.
