After 15 years, it’s clear the Obamacare experiment is nothing more than a laundry list of broken promises. Premiums have skyrocketed, patient choice has been taken away, billions of taxpayer dollars have been abused, and health insurance companies have been further enriched. A new report by GAO exposed how the Obamacare exchange has been riddled with fraud. In plan year 2025, GAO created 20 fake identities and submitted applications on the Obamacare exchange. 19 of the 20 applicants received subsidized coverage, and coverage for 18 of the fake applicants remained active as of September 2025.

We previously reported that APTC is at risk of fraud.3 For example, in September 2016, we found that federal and state marketplaces approved coverage for our fictitious applicants.4 Nearly all of these fictitious applicants remained covered after we sent fictitious documents or no documents to resolve issues with our applications. Further, in July 2017, we found that CMS did not design processes to verify eligibility for APTC, including preventing duplicate coverage.5
