Ten confirmed incidents over the past two weeks, and another five yet to be confirmed, is a serious increase in both Security Forces and Separatist activity. This increase appears to be related to the Indonesian Government's announcement that transmigration* will be reintroduced, in conjunction with impending Regional Elections across the provinces in West Papua. Low and ultra-low income Indonesian citizens in over-populated areas and regions, overwhelmingly from Java, are offered incentives to migrate to West Papua. The Free Papua Movement (OPM) and their armed military wing, the West Papua National Liberation Army (WPNLA) vehemently oppose this policy, stating it is intended to reduce Indigenous Melanesian Papuans (OAP) to a minority on their own lands.
