Evolugen and the Algonquins of the Pikwàkanagàn First Nation to Discuss Development of South March Battery Energy Storage System Project in West Carleton To the West Carleton community, Evolugen and the Algonquins of the Pikwàkanagàn First Nation have been actively discussing the potential development of the South March Battery Energy Storage System (BESS) project on Marchurst Road. We're providing an update on this project and outlining our next steps. Ottawa’s electricity demands are projected to increase significantly, growing by 166% by 2043, which is double the provincial growth rate, according to the Independent Electricity System Operator (IESO). Expanding our electrical infrastructure is vital for preventing blackouts and supporting new housing and the growth of energy-intensive industries like Artificial Intelligence. The Ontario government and IESO are committed to expanding infrastructure through competitive procurement processes like the E-LT and LT-1. Meeting the daily fluctuations in electricity demand while relying on baseload nuclear and hydroelectric power presents ongoing challenges. The IESO has identified battery storage systems as essential for managing peak demand, and selected projects from Evolugen and AOP as the most cost-effective solutions for the Ottawa region. These battery storage projects proved to be considerably less expensive than natural gas alternatives during the LT-1 procurement. The South March BESS project has been specifically chosen to address these system needs and is being designed to minimize impacts on the local community and the environment. The site is strategically located near an existing high-voltage transmission line and exceeds the City of Ottawa’s setback requirements. Recent technical studies and fieldwork have confirmed the site’s suitability. Further seasonal evaluations, including migration and habitat studies, are planned for the summer and autumn to inform technical experts from the city and province. This analysis will ensure the project's compliance and that it meets rigorous safety standards for power system infrastructure, as confirmed by Ottawa Fire Services and professional engineers. We recently submitted a request for a Municipal Support Resolution (MSR) to Ottawa City Council. An MSR demonstrates the municipality's willingness to consider new energy resources and evaluate project proposals through the city’s development approval processes. It’s important to note that an MSR is not a final approval but rather a step towards formal evaluations and a future vote on a site-specific Official Plan Amendment (OPA). If approved, we’re committed to additional public consultations and ongoing engagement throughout the development process.
