Culture and Heritage in Global Climate Agendas
Culture and heritage play a vital role in fulfilling the Paris Agreement’s goal of limiting global warming to 1.5 degrees Celsius. Cultural heritage, including both tangible and intangible aspects, is deeply intertwined with the climate crisis, possessing traditional knowledge and practices that can inform climate resilience and adaptation strategies, while also being closely tied to community and socio-cultural systems that influence human behaviour and relationships with the environment.
Moreover, natural heritage sites, such as UNESCO World Heritage forests, are crucial carbon sinks, storing approximately 13 billion tonnes of carbon and absorbing around 190 million tonnes of CO2 per year; however, these forests face alarming threats, having lost 3.5 million hectares between 2001 and 2020, highlighting the need to integrate cultural and natural heritage into climate action, enhance climate resilience, foster sustainable development, and support climate justice (UNESCO).

Discussions surrounding climate heritage have gained momentum in recent COP conferences, with significant developments leading up to COP30. 
At COP28 in 2023, the ‘Group of Friends of Culture-Based Climate Action’ was established and co-chaired by the United Arab Emirates and Brazil. This coalition, comprising over 30 ministers and government representatives, emphasizes integrating culture, arts, heritage, and creative industries into climate strategies. The groups formation reflects a growing recognition of culture’s role in climate action (UNESCO). 
Building on this, the second High-Level Ministerial Dialogue on Culture-Based Climate Action convened at COP29 in 2024. Supported by UNESCO, ministers worldwide underscored the urgency of safeguarding cultural heritage from climate impacts and leveraging it for climate resilience. The dialogue concluded with a communique advocating for intensified integration of cultural perspectives into global climate agendas (European Heritage Hub).
Despite these efforts, COP29’s final conclusions di dnot include requests for UNFCCC workshops on culture and heritage issues in 2025, leading to disappointment among advocates. This outcome has shifted focus to COP30 in Belem, Brazil, where there is renewed hope for formalizing culture-based climate action within UNFCCC frameworks (Europa Nostra).
